You can use windows media player, First you have to search for the DAT files, located inside the vcd, you can do a search:
Start>Search>all files and folders>CD Drive and type: *.dat (make sure you have the following settings under the folder options: Show hidden files and folders) Locate the largest Dat file, right click it and select open with>Select a program from a list>Windows media player and Done, You can also open Windows media player> file>open and navigate where the largest DAT file is located, select the dat file and that's it!
I mention Windows media player because probably you already have it in your Operating system, but you can use almost any dvd or media player!

in Windows
You can play VCDs with Windows Media Player, insert the VCD in your CD-ROM or DVD-ROM and browse to the MPEGAV folder and double click on the .dat file and associate it with Media Player and open them with that.
To play a VCD with menus and still pictures use WinDVD or PowerDVD, insert the VCD and just hit Play.
Use a low resolution, like 640x480, on the monitor when watching a VCD to get best quality.

Problem playing VCD

Try using the following:
Inter Win DVD
Nero Burning Rom
Window Media Player (enable to read all formats)
Others:
Your television. Some DVD players play SVCD, VCD, DVD, MP3, Photo CD... Depending on the make and model

You can play a vcd using windows media player.........you just open the movie file.... AVSEQ01.dat or something like that. It may be down a couple of directories.......

Any software designed to play DVDs. If you have a DVD drive, you probably have Cyberlink or something already.

You can find the acutal movie files on the disk and they will open with Media Player.
