I have information on web sites that you can try. Also other places you can look. If none of these work for you, post again.
Where to start. Try the LDS Family Search web site first, to make sure that the person is still living. If they have passed away, they may be found in that site.
Not there - good the process of elimination is working. Go to the people sites, try Yayoo White pages and search on the last name, if you are US, search all states. Keep plugging. IF you get stuck, send one of the good answerers an email - most of us are willing to assist.
