At the Maghrib prayer. The time differs depending on where you live.
For reference, in NY, the sunset is around 6:50 when Ramadan comes, and decreases a minute or so every day (or every other day) until the end, including Daylight Savings.

it differs as the days go on it depends on the sunset. you can find the time for sunset in many sites. the news announce it repeatedly too.
