No, 14 can't get a driver licence in USA... If you're not in USA, then you can! Some countries allow even a 8 year-old child to drive a car!
If you're in the states, then you must be at least 15 and a half to get a learner permit to drive! Then when you're 16, you can get a license, but there are restrictions for teens to drive!
Here's a cool website to guide you
http://www.dmv.org/drivers-license.php
This website tell you all requirements for obtaining a drivers license for every states!

It varies from state to state. Usually, you can take traffic safety education (drivers ed) at 15 and get your license at 16. Some states have probationary periods for new drivers under the age of 18, while others do not. Each state is different, so you should consult your state's department of licensing for more information. Another user has provided an excellent source for finding this out.

I had a license at 14!! I don't know if the rules have changed, but i did have a restricted license... could drive to and from school and to before/after school events. I wasn't allowed to have passengers or to drive for pleasure. When I turned 16, it became a valid license. This was in Nebraska in 1990. Good luck.

Boy would I like to hear the conversation you have with your parents when you try to convince them you are old enough to drive at 14.....
Their insurance premium will increase and I doubt they will be overjoyed about that...
I think the age in most states is 16, but even then it might be restricted driving. Your parents could be held liable (until you are 18, I think) for any accidents you get into.
Check with the Department of Motor Vehicles in your area.

it is sometimes possible for a 14yr old to get a licence, if they live on a farm and need a licence to help drive farming equipment or if a parent has a severe disability and can't drive and needs someone to drive them to doctor appointments and things that essential to their care and welfare. i'm sorry I do not know any sites that may help you for sure, but u could try the dmv (department of motor vehicles) for what ever state your in. if not the usual age is 16yrs with classes or 18 you can just take the written and if u pass it get your permit which you have to have for so long before you can take the road test and get your license.
