Well considering I'm a girl myself, I would say the best way is to just go up to her and start a conversation. Don't be shy. Some women don't like it when guys are shy and the woman has to keep things going. Just take a risk and go for it!

Walk up and introduce yourself. Look her in the eyes and smile. Offer to buy her a drink. If she accepts, start a casual conversation. If she doesn't accept the drink, casually say you would like to meet her and offer to chat.
Or if you feel less confident, send her a drink and when she looks at you smile and raise your drink slightly with a slight smile and nod. If she accepts, wait a while then go up to her and introduce yourself.

Go up and start talking to her friends (the not so hot ones) and kind of ignore her. I know it sounds weird but it works. Girls are always jealous of each other and if you are secluding her out of things, she'll come on 10x stronger.
