No because it can't get any wetter underwater. Water may be added on but doesn't mean it'll get wetter.

probable. it would take a actual soaking deluge of rain to get you as moist as you get once you're underwater. that is lots crispier underwater once you're there while it rains, noticeably in a typhoon with lightening.

yes it is cause it takes a while for you to be soaked if it is raining and you are on land

sure if your in saltwater and it dilutes the salt content then you'll have more water molecules next to your body.
