I posted this question a while ago but its still happening. Dont tell me to call INS, that wont do anything. I live in a majority Hispanic neighborhood (me and my family are also Hispanic) and my next door neighbors blast mariachi music at intermittent times throughout the day but mostly at night until the early morning hours. Ive counted 26 people living in that one house not including their babies. When I try to tell them to turn it down they ignore me, when I tell them in Spanish they still ignore. We have called the cops for months but they always come at like 7 in the morning when their music is already down. How can I get something done if the cops always come late? My nana is sick and I can tell she doesnt want to be there anymore but cant move. I have homework to do and I get bad grades or have to drive to the library just to do it, but gas is expensive these days, plus I shouldnt have to do that? Help?

Pubic: I know theyre illegal cause I am cool with their daughter (who is never there anymore) and she told me, she is actually legal. But as for racism how am I racist against my own race. Youre smart

Video tape and or record the noise. Use this as a tool to replay the disturbances to the police and insist on filing a complaint.
If you can get another neighbor or someone in your own home who is an adult to sign/file with you as your witness you can be pretty sure this will end up before a judge and they will be fined.
or held in contempt if they don't show up for court appearance.
Also, the illegal immigrant aspect is of no major import. The issue is noise and disturbing the peace. Usually a police offiver needs to witness it or if there are two or more people and one is willing to sign a complaint, off you go to a solution usually.
There may (or may not be) be an ordinance limiting the number of people that can live in any particular residence. The code enforcement folks at the city will clue you in on that. Do what you can there.
Don't tolerate noise disturbance. You may have to get kinda heavy handed with the cops as they don't seem to want to do anything on this kind of stuff cuz they usually need to show up in court on their days off. Weird system but that's the way it is. Insist on you rights to file a complaint and FOLLOW THROUGH.
We have problems with illegals etc. in this country because few do follow through and assert their rights.

Next time you call the Police, you should say you hear what appears to be a loud argument going on in your neighbors house. The music could be covering up a woman screaming for help or a man beating his children or wife. Have you tried calling your City Building Code & Zoning Department? What about the Health Department? Also try your elected city council official that represents your neighborhood & call their office to register a complaint as a LEGAL CONSTIUENT (Homeowner/renter). Tell your representative about the slow Police Response Time. Good Luck. Go to the newspapers if all else fails. I'm betting a little camera crew will make them plenty nervous. Try to do things over the telephone & let all the agencies know that you wish to remain anonymous because you fear for the safety of your own family & tell them that you also fear for the safety of the people in the overcrowded house. Talk to you local Fire Department & ask them if they have rules regarding the number of people who can live in a room. Usually, it is 2 people per room, but not every state & county enforces this rule. Also report to them if you see any fire hazards from the street, like dead trees,dry brush, faulty wiring, as this could hurt your house & family too! If you really want to get dirty(sometimes this is the last resort that is left), you can call child protective services & they will come our & investigate ALL the children in their living environment. Have you tried asking them yourself? Just go over there and tell them to turn it down, and say you'll call the cops if they don't. I know the cops always come HOURS after you call (how ridiculous is that...) but you could give them a good enough scare to keep the music down. Other than that, there's not much you can do. Even if they were legal and turned up their music at ungodly hours of the night, the police wouldn't give a crap. Or do a group call...try getting the neighbors around you to call the cops too, then maybe they'd get the idea.

Call the local police and report them for disturbing the peace. While the officers are there insist they handle the situation, including the fact that they are illegal. The local authorities have the ability to pick them up when they break the law.

If the police don't want to show up, you can try calling one of their superiors, or the chief depending on your city/town just go up the chain till you get somewhere. If that doesn't work, try the media. A nice story on 26+ people living in a single residence-I'm sure that's some kind of code violation for your town, police won't respond, media usually loves stories like that-lack of action on the police's part.

you seriously need to get off the topic of illegals,
and you can be racist against your own race, its nothing new.
there are no such laws against ANY amount of people living in ANY type of resident. so if 26 people are living there, why is it your buisness? unless your landlord says something, you should stay out of it. and as for your bad grades, thats bullshit, you can't blame it on them, i have lived the hard life, and i have been in a situation just like the one you 'say' your in, and i did great in school, i have lived next to party houses, buisness', highways, train stations, and many more. yet how did i manage to graduate with a 4.0 i wonder....
so before you try to get everyone on your side, and start trying to point fingers, make sure your hands are clean.

call the police and remind them you have the right to peace and privacy at certain times of the day or night , and if the decide to destroy your property report that too get a good paper trail going. If there illegal they wont like the heat

report to local police for disturbing the peace.
Sneak over at night and leave a large bag of texmex food liberaly laced with strong pergative,ring the bell, Run home fast.When the extrastrength Exlax kicks in they'll kill each other trying to get to the bathroom in time. ;)

hmm.. just keep trying the INS and police until you get someone that listens. That's all you can do. Try your local social services. Their name is different in every state. Here it is the Dept of Human Services. I know someplaces call it family and child welfare... You just have to keep trying till something gets done.
