last year in 7th i asked her out but she said no
but this year she looks at me more often
and i still look the same since last year
what does this mean?

Maybe she said no last year cause she was to shy and young..Who knows? You should start by talking to her...If she is in your class then sit by her...Start off slow and then after awhile she should give you better clues then just a look or smile at you. If your in the same lunch see if u can sit by her..Don't ask just sit across from her.Try to get to know her..Then you'll have a better chance on knowing if she likes you.Good luck

Based on what I'm like (I'm the same age) it probably means she likes you or at least wants to be friends (if you're not right now). Maybe she's trying to keep her options open and you're one of them. It depends on how she acts with other guys too though. Just because you look the same doesn't mean she's shallow enough to not like you because of that.
