or when it has no power?

No, not when it's turned off. Best to pull the battery to be absolutely sure. My cell phone's alarm will still ring even when the phone is "off", pretty much proving that it isn't all the way off if the battery is still installed.

Raise your hand if you don't know what you're talking about... yep, thought so.

These fools who think the government contains the only smart people around seriously need to read a book. Any half wit who can add a few lines of code into a cellphone relay station can setup a similar trace. In fact, tracing a cellphone takes only 14 seconds (some popsci article) because it takes that amount of time to make a call.

Cellphone traces are done automatically to provide the best service to the person, if you have 3 towers in the area all three will answer, this will determine the closest tower and thus the best one.

What does this mean? ANY cellphone can be traced, and it isn't this slow process. In fact the whole landline trace is BS, ever heard of caller id? Same concept, only bigger.

Cellphones also send out your location while they aren't being called, but this is more generalized and happens less often. I mean, if you were to go to Idaho from Texas and someone called you, it wouldn't be sending the signal to texas would it? No, it would be at idaho, where you are.

Pulling the battery isn't the only way to be sure that your cellphone isn't transmitting data... creating a Faraday Cage will work just as well, this prevents the cellphone from broadcasting anything outside of the cage, so your cellphone can be on, and not beable to track you

Yes, it could be tracked when you turn it off but that depends on the type of the phone as well. In some cell phones when they're off the power still runs through some of the circuitry since the battery unit is still connected to the phone, only you cannot see any visible or audible signs of it.
To make sure your cell phone cannot be tracked, you should take off the battery unit, although some cell phones have a secondary power unit to keep the time & date but I don't think that's enough power to transmit any type of tracking signals.

if it is off it does not emmitt signals, same applies for to when it is off. the cell phone is at all times tracked by the system via its nearest station, and this is paramount to ensure communication when needed immediately there is also a vector finder which calculates your position regarding your tracking pole that changes constantly when you move like talking while walking or moving in one place.

Only if you have the newest models that allow you to receive e-mail.The phone is still connected to the cell tower by a semi passive signal.
