It depends on how old you are.
The reason my son has one is that I always can call him and find out where he is and what he is doing.
It is a good way to keep track of your kids and to be able to call them and tell them it is time to come home now.
Also if he has an emergency I can come and help him right away.

if you tell him it's for his own benefit, he'll consider it...
Don't tell hiem YOU need a cell phone, tell him HE need you to have a cell phone, so he can get in touch with you easier, so you can be more available when you're at school, out with friends...
He'll reach ypu anywhere, so, maybe it's not a good idea if you want some privacy....
Oh! And by the way, your step mom sucks, you should listen to her conversations so she can know what it feels like...

Show him that you are responsible enough to have one, and show him that when you do things with your friends, you need one to call for emergencies. Because you hate always having to use your friends' phones.
This worked with my dad. :)

you knowing his reason behind you not having one would probably be the key here if you really think you need 1 and you can put up a informed and good argument why you should have one maybe he'd see your logic and change his mind but he probably feels as i do that its really not that necessary for teens to have them as much as they want to have them just to impress there friends not to mention the possible hazards for them if they chat and drive at same time. and btw the state of calif just declared this illegal im hoping other states follow there lead

tell his a** ur a old enuff for a cell phone now and tell him that they have gps in cell phones so he can keep track of where u are at all times
