I can give you advice on what NOT to send...don't send junk to clutter up her room. She'll have a ton of stuff and if she's living in a dorm, chances are it'll be crowded enough as it is without stuff all over the place. By junk I mean things like large useless decorations like fiber optic lamps, or books she'll never read.
She might like some posters. If you're willing to go all out, she might appreciate a bus shelter poster (one of those 6' x 4' monsters) of her favorite movie(s)...try eBay. People who have those in dorms always get some cool oohs and aahs when they get visitors, and when they ask her where she got it, she'll drop your name. You'll be famous before you even get to visit =)
Other than that, maybe some convenience snacks. Easy Mac, cookies, jelly beans...

Well I'm in High School, not college...but I know girls love gossip magazines, most I'm friends with anyways. Maybe burn her a CD or send a photo album or picture frame with a picture to remember you by. Candy's always a good option as well. Plus anything cheesy and inexpensive that you think would make her laugh even if it doesn't have any sort of purpose behind it.

Sephora has lots of little gift sets that you could send, like mini bottles of nailpolish, lip gloss, shower gel and shampoo, etc. Studying is hard work, you could send a few things that she can pamper herself with. Most of these things are $2 each, so you can fill the package with a few different things for her to try.

current pictures of family, friends, pets, cute articles from newspaper about home town...
collect from friends, family a one page letter of greetings, if possible snap a picture of all friends and family and put in care package....local gossip letter......download on a cd some older songs that you think she will like..

order flowers and candy for cheap online....u can have a custom card too for like 2 bucks...also a gift card for like staples or wal-mart is great for school supplies.
