When you examine Rev. 17 the whole chapter, all of false religion backs up the Governments of the world verse 9-14
that is a clue. The whore sits on the wild beast the kings of the earth... verses 1-3, control.
lastly verse 15&18.

The Catholic Church is the Mother Church in Rev. 17:5 BABYLON the Mother of Whores and all the rest of the Christian Churches are the Harlots!
ALL the Churches are guilty of abominations and what they teach is brainwash!

The whore of Rev 17:5 is Babylon the Great, the world empire of false religion, the most detestable part of which is Christendom (false religions who claim to be true Christians). These people claim to be married to God yet they continue to commit fornication (become immorally involved with) other governments, nationalism, the worship of material things, etc.

The Catholic Church has not misled all the nations.

“Get out of her, my people,” the Bible long ago warned. Out of what? “Babylon the Great, the mother of the harlots and of the disgusting things of the earth.” (Rev. 17:5; 18:4) Why get out of Babylon? “For her sins have massed together clear up to heaven, and God has called her acts of injustice to mind.” (Rev. 18:5) Who is this mother harlot from whom people should separate themselves?
Martin Luther and other leaders of the Reformation identified the Catholic Church and its papacy as Babylon the Great. What about the Protestant churches that sprang up as a result of the Reformation? The fact is, apart from their rejection of the primacy of the pope, some were not much different from Catholicism in church structure, and they retained unscriptural doctrines, such as the Trinity, immortality of the soul, and eternal torment. In that all these religions, Christendom’s churches and non-Christian religions alike, have supported, condoned, or even taken the lead in the wars of the nations; they have also persecuted and killed God-fearing people who disagreed with them.
Satan’s world, his organized human society, is made up of various closely connected parts. An important part is false religion. In the Bible false religion is represented as a “great harlot,” or prostitute, with the name “Babylon the Great.” She is a world empire, as shown by the fact that she “has a kingdom over the kings of the earth.” (Revelation 17:1, 5, 18) But what proves that Babylon the Great is a religious world empire?
Since “the kings of the earth” are said to ‘commit fornication’ with her, Babylon the Great could not be a political world empire. And since the “traveling merchants” of the earth stand at a distance and mourn at her destruction, she is not a commercial world empire. However, that she is really a religious empire is shown by the Bible’s statement that by means of her “spiritistic practice all the nations were misled.” Revelation 18:23
Also proving that Babylon the Great is a religious empire is her relationship to a “wild beast.” In the Bible such beasts represent political governments. (Daniel 8:20, 21) And it is a fact that throughout history religion has been mixed up with politics, often telling governments what to do. She has indeed exercised “a kingdom over the kings of the earth.” Revelation 17:18.

No. The 'whore' of Rev. 17 is the leadership of the USA. The 5 fallen kings (v10, kings are symbolic of empires); are Egypt, Assryia, Babylon, Medo-Persian, and Greek. The one that is (Roman) the empire that existed at John's time of writing Revelation, the one to come Great Britian.
(Life time citizen of the USA to date).

No, it is Isreal. Because they have turned their back on God and worshipped other gods. Isreal is refered to as a harlot many times througout scriptures.
But God never gives up on her.
