There is PACE - Police & Criminal Evidence Act.
You don't give the whole story though. How does your friend KNOW that the damage was caused by the neighbour? Did she actually SEE him/her do it? If she did then the police should take a statement and arrest and question the neighbour.
Then, depending on what the neighbour says, they would either be charged then and there and given a date to appear in court, or the evidence would go to the CPS - Crown Prosecution Service - who would then decide if there was enough evidence to allow for a reasonable chance of conviction.
So, depending on the circumstances, it may NOT be the fault of the police. Your friend might only SUSPECT that the neighbour committed the damage - and without any witnesses, it would be hard to prove.
There are other agencies involved with the successful (or otherwise) prosecution of alleged offenders and this is worth remembering rather than blaming the police all the time.

In the UK there are Several Pieces of Legislation (law) that cover this subject.
As stated above there is P.A.C.E. - The Police and Criminal Evidence Act 1984, which governs the way in which Police Officers must deal with both members of the public or suspects and detainees. There is also the Criminal Justice Act (reviewed every few years the most recent being 2003). The legislation covering the damage would be the Crimanal Damage Act 1971.
However whilst this legislation tells of what Police Officers must do, Home Office Policy also comes into effect, and so each case is judged on its merits. Are there any witnesses? any crime scene stains for SOCO (scenes of crime officer) blood etc? did they admit it?? If however none of the above are forthcoming the CPS (Crown Prosecution Service) would not persue a prosecution and there is likely not going to be enough evidence for a simple police caution. Your neighbour can feel free to complain to both your Local Police Authority, or if nothing is forthcoming The IPCC (Independant Police Complaints Commission), who if they feel it is justified will launch an independant enquiry into the Police action, or lack of it.
If however its £5 worth of damage that could be fixed in about 20 minutes then fix it and get on with your life.
