It means exactly that. It's also likely that she's doing a little more than "talking".
Forget her and move on. Sooner or later, you'll meet a girl that says "Yes, let's go out."
Perhaps you're "fishing in the wrong pond". Consider where you are meeting these girls who are talking to other people. Why don't you try to look in other places. Are you looking in the nightclubs? Try the bookstore.
Are you looking at school? Try at church.
Just think "outside the box" from your normal pattern.
