What is ruling when you are driving down a straight road with perfect visiblty and a lorry moves over to the left to invite you to overtake, is it an offence to cross the hatched area when there's nothing coming the otherway?

I think common sense should prevail here. The hatched lines are there for a reason and under normal circumstances you should NOT overtake except in an emergency.

However you may face exceptional circumstances. Only overtake if it is SAFE to do so e.g. you have good visibility that the road ahead is clear and you are not on a bend with obscured visibility. Remember unbroken double lines are there for a reason - e.g. there may be a concealed side road.

Personally, the only time I would overtake is if I was stuck behind a slow tractor or milk-float and nine times out of ten only when they pull over to give adequate room to do so.
