The list of TaRYaG mitzvot (613 commandments) at the website below was compiled by the Jewish scholar, Rambam in Sefer Hamitzvot
http://www.jewfaq.org/613.htm
Since many of the mitzvot pertain to the temple and sacrifice, they cannot be performed today. Of the 613 mitzvot, 248 are mitzvot aseh ("positive commandments") and 365 are mitzvot lo taaseh ("negative commandments"). Symbolically, 365 corresponded to the number of days in a solar year and 248 was at that time believed to be the number of bones or significant organs in the human body.

The list of 611 commandments are those given to Moses and 2 commandments given directly by God which makes 613. There were 7 commandments given to Noah. A person who follows these 7 commandments is B'nai Noach (Noahide).

In theory, it's impossible for a Jew to fulfill all 613 commandments (Hebrew, mitvot) in the Hebrew Bible. Some of the commandments relate to priests, some relate to women, some relate to the sabbath, some relate to children, some relate to men, some relate to business, etc. It's impossible for a man to follow the commandments that forbid women from dressing like men, as they're not women. The Noachide Laws are the 7 rules Gentiles are supposed to follow if they are to be considered righteous. They are: 1)Don't commit blasphemy, or worship false gods. 2)Do not murder. 3)Do not steal or kidnap. 4)Do not be sexually immoral. This includes adultery, premarital sex, homosexual acts, etc. 5)Do not commit blasphemy against God through euphemisms. 6)Don't be cruel to animals. 7)Set up an honest system of courts. Other people have only 7 because the Bible views it as Gentiles likely won't want to convert to Judaism, which would make you responsible for following all the other commandments. So the 7 laws make it so that Gentiles can have a relationship with God without being converted to Judaism.

Because God's covenant was only with His chosen people. They were chosen for obligations -- not for special rewards. None of the surrounding cultures had a contract with God, but they were expected to follow the seven Noahide laws:
1. Idolatry is forbidden. Man is commanded to believe in the One G-d alone and worship only Him.
2. Incestuous and adulterous relations are forbidden. Human beings are not sexual objects, nor is pleasure the ultimate goal of life.
3. Murder is forbidden. The life of a human being, formed in G-d's image, is sacred.
4. Cursing the name of G-d is forbidden. Besides honoring and respecting G-d, we learn from this precept that our speech must be sanctified, as that is the distinctive sign which separated man from the animals.
5. Theft is forbidden. The world is not ours to do with as we please.
6. Eating the flesh of a living animal is forbidden. This teaches us to be sensitive to cruelty to animals. (This was commanded to Noah for the first time along with the permission of eating meat. The rest were already given to Adam in the Garden of Eden.)
7. Mankind is commanded to establish courts of justice and a just social order to enforce the first six laws and enact any other useful laws or customs.
He made many promises to His people and expected them to reciprocate with His 613 commandments. They apply only to God's chosen people and some of them are only meant for the land of Israel. In Judaism, all the righteous of the nations have a place in the world to come -- if they abide by the seven Noahide laws.
Survival of His people was one of the promises. Is it not a miracle that they have survived 2000 years of attempts to annhilate them?

Because the Covenant and the bible only involves the Jews as the chosen. Every body else is godless except in the case of rich Republicans who worship money.

Every religion is different and everyone has their own beliefs on what GOD wants from them and people will interpret it differently no two religions are completely alike. We all serve the same GOD but differently.
