I HATE all Muslim Countries and only like the people who come from these countries that are non-Muslim and don't blow crap up! Does that make me a racist!? HELL NO! I just would like to see all the other world religions get along, because as far as I can tell, Muslims are the only ones who believe in tax, convert, and/or kill all (Infidels) who don't share the ideas and practices of their religion.
That's intolerant and incompatible with every other country's different peoples and ideals. You decide for yourself.

It depends on why you hate them. If you hate Mexicans because the sight of brown people people mixing with your pure white children makes you wish for the days of segregation: you're racist.
If you dislike (even deeply) a state or poeple because of what you perceive is their attitude to America or any other issue, you're not a racist (but you're probably ignorant and incapable of seeing the shades of grey in most issues).

Yes of course you can. Not all of the people in one country are the same so how can you dislike all of them. If you dislike all of them just because of their race then you are racist. That is what racist means.

It's ok not to like a country's political stance, views, etc.... but when you generalize an entire population based on a handful of people, it's not only racist, it's inaccurate and ignorant. That's like saying, "I don't like the US because they all belong to the KKK."
