Cats get dandruff from all sorts of things. You need to find the underlying cause to "cure" the dandruff. Changing the food to a higher quality cat food, having allergy tests done, help it to groom itself by brushing it daily etc. Your local vet and/or groomer service could also bathe your cat for you. Brush the hair against the grain, going backwards, to lift the most shedded hair and use a lint brush to catch the excess fur and dandruff. Adding supplements to the diet can help also. You could try vacuuming your cat, but most of them like that even less than a bath. They kind of have to be trained/conditioned to let that happen.

Diet is usually the best way to address the issue of dandruff. You can also add a drop or two of olive oil to his/her food a couple of times a week. In the meantime, do groom the cat once or twice a week with a slicker brush, more often if it's a long hair cat. I don't agree about brushing against the grain, however. Cats have very sensitive skin, and the hair is an integral part of it. Don't use shampoos formulated for humans. Diet is the long term solution. Short term would be a groomer or shampooing your cat yourself. Try 1800whiskers.com for ideas about cat-friendly shampoos. You can also get dry, spray on shampoos.

Use Selsun Blue on your cat because it has Selenium. Do not use Head and Shoulders because that has zinc which is not good for the cat.
You can use powder on your cat and brush it out but I don't know that will get rid of the dandruff. I know it will get rid of dirt and oils.
You might also look in to some cat vitamins or change the food your cat eats to something like Science Diet or Iams.
