There is no site specific way of losing fat... the old myth about working your abs to burn belly fat isn't true. To get rid of love handles, you need to lose overall fat. That happens with exercise and watching your diet. More on that below.
The most effective way to lose fat is aerobic exercise in the "moderate" fat-burning range, ideally first thing in the morning before you eat. When you wake your body is ready to burn fat and your levels of growth hormone are highest at that time. Later in the day it can take up to 30 minutes just to put your body into a fat-burning mode.
Another overlooked way to burn fat is by lifting weights. Skeletal muscle has very high caloric needs... almost twice that of adipose (fat) tissue. Put on a little muscle and you will burn calories all day even at rest. Be aware that skeletal muscle weighs more, so with this approach you may see your weight increasing while your body fat is melting away. Not realizing this often stresses folks who think they should be losing weight as a measure of fitness. Forget the scale, look in the mirror and you will be happy.
For diet, keep a diary for a couple of weeks counting calories, grams of protein, and grams of fat intake. It is easy with online sources of nutritional information (type the name of the food and calories into the Google search engine) and packaging labels. That will let you quickly figure out where the fat is coming from in your diet.
Fat gives you 9 calories per gram. So take the number of grams of fat, multiply by 9, then calculate what percentage the fat calories are of your total daily calories. Restricting the calories from fat to about 20% of your total intake is ideal for a maintenance diet... that isn't overly restrictive. Of note, you need some fat in your diet. For instance, the body uses fat to produce hormones. Once you have a picture of how to modify your diet, you can drop the diary and just go back to it occasionally if you are wanting to tweek things further.
There is a subset of questions that goes further and asks about "How to get a six-pack?" The answer is the same. Six-packs are 20% abdominal exercise and 80% diet. There is one caveat... abdominal muscles will form in the position that you exercise them, so be certain to pull them tightly toward your spine while doing crunches, etc. Also, during most lifting, the "core is active" which means that you should be stabilizing with contracted abs then too. Fail to do this and the abs will form, but bulging outward and the result is not attractive.
If you are trying to build muscle as a way to lose fat, then you may need to increase total calories and specifically your protein intake. I target about 0.8 g of protein per pound of body weight each day when actively building. That is far more protein than most people need in their diets.

My ideas? Try to do 200 minutes of cardio a week. Remember fat does not turn into muscle, so you need to lose your fat while putting on muscle. Work hard, but don't over 60 minutes at a time. Do planks and other abs exercises on alternate days.
On training days, do 5-10 minutes of cardio to warm up, then do your weight training. Do 30 to 60 minutes more of cardio, then go home.
The best time to eat is just after your workout within an hour when your metabolism is raging. For your muscles, incorporate some isolated soy protein or whey protein. Whey is more potent but the soy tastes better!
Don't look at your scale as the be all and end all, but get a measuring tape to check your progress, and that will show more tangible results.
Read magazines like Shape, Womens Fitness, Fitness, etc to get tips and to stay motivated.
Good luck and stick at it. This plan has lost me 20 lbs in 12 weeks so far, just go for it!

I'm sure I'm going to sound redundant and probably answer the same way everyone else is going too!! Change your eating habits, don't necessarily take out everything you love at first, just do it gradually so you don't kill yourself wanting all those things and risking messing up your diet. Get at least 30 minutes of exercise a day, low impact aerobics you can do or walking for about an hour a night...not slow either but at a moderate pace. Ride a bike or go to a gym. Anything physical is beneficial to you. you are supposed to drink half of your weight in ounces of water a day. People say to drink tea and all of the stuff with antioxidants but truth be told, water is better than ANYTHING. Teas and believe it or not, gatorades and powerades can be dehydrating and the more sweat and if you get dehydrated, that's just that much more water you have to drink BUT, water is better than anything. Good luck!

1) Get away from the scale--weigh yourself every week/two weeks, but don't concentrate on that. Weightloss is a slow process and you may not see results for several weeks. Get into measuring yourself once a month. You'll see your progress in great detail. Remember: muscle weighs more than fat.
2) Eat within reason. If you like something, learn to eat it in moderation. Why eat 3 cups of ice cream with whipped cream and all the fixings, when 1/2 of a cup with just a sprinkle of hot chocolate mix (great for a hint of chocolate) will do just as well? Make sure everything on your plate applies to your health. If it doesn't, don't eat it. Chances are you know about water. I drink 3 liters of it per day, and that's because I work out 2 hours a day in heat and humidity. If it gets tough, learn how to just drink sips of water all day. If you fill up your water bottle x of amount of times, you're doing well!
**Best eating advice: Learn to listen to your body. Don't go into a meal starved, and listen when you're hungry. Sure you paid $16 for that steak, but why not take the other half of it home? Stop when you're hungry. Don't just eat for the sake of eating. Sometimes when you're feeling hungry you could also be thirsty--try a glass of water bofore you eat.
3) Exercise every day, even if it's just a walk around the block. Do SOMETHING. I did pilates 2-3 times a week and ran 12 minutes each night. I lost 52 inches in 3 months! If you want, use a buddy. If that's not possible, set a goal. Whether it's a number or a dress, hang it on the wall and don't stop until you reach it. Be realistic, but don't give up. On those nights you don't feel like doing anything, try a new exercise like yoga. Eventually you'll feel happier!
**Note: what's in this decade is the firm stomach. Don't do 500 crunches or sit-ups to obtain said look. Do cardio--aerobics is a great one. Running is great too. However, if you can't run yet, don't push yourself that hard. You have to walk before you can run. Build into it slowly. My goal was to jog around the block. Once I did that for a few weeks, I jogged around two blocks. After a weeks, I ran around one block and jogged around one black. See how it built up?
4) Reward yourself with something other than food. Once you drop one dress size, go get some new shoes or a new shirt. Food isn't the only reward. Go to a movie, paint the house, who knows!

and off course changing eating habbits, the general stuff: not too much fat, not too much sugar (as little as possible as a matter of fact), don't eat right before going to bed and stop eating when youév had enough in stead of eating till you're stuffed. you don't have to feel hungry, just limit how much you eat. eventually the stomach will get a bit smaller and you won't feel the need to eat so much anymore. be warned: thyis takes up a lot of time, so be brave an dpatient and keep it up!

Exercise more and avoid ANYTHING with Aspartame in it.
That stuff contains methanol, that breaks down into Formic Acid and Formaldehyde. When Formaldehyde gets into the body, it attaches to fat cells making it near impossible for the body to burn it off.

unfortunately, excersie and a better food intake.but u don't need to starve yourself. eat lots of fruits and salads, yogurt, lean meats (chix, beef, fish) and lots of water. for carbs, eat them early in the day so u will burn them during the day.
ps; ditch the diet sodas. go for natural juices w/ no sugar added.
