because they like to be right, and that they think they're right.
and no it's not true that when you say sorry when you're wrong isn't weak.

I've got to say that this is something I suffer from ! Sorry is, without a doubt, one of the hardest things to say and sometimes admitting your wrong is a really hard thing to do. I don't think that its a sign of weakness, just a sign that someone has a far more stubburn personality than someone who is able to say it whenever they feel they are in the wrong.

Because somehow 'sorry' is one of the hardest words to say. It's hard for people to admit they were wrong about something. It's not a sign of weakness to others, but it seems so to the person himself.

I respect all people who can say 'sorry' when it's proper and mean it, too.

My personal theory on apologies...
Asking for someone to say sorry is meaningless. An apology comes from within when someone really does feel "sorry". I will never ask for one and if one is not given then that person has to live with it - not me.
Myself - I know no one is perfect and we all make "mistakes" - I have enough confidence and security within myself that if I hurt someone by an action/word I have done/said - I will be sincere to both myself and the other.
An apology is a self-less act - and you can not expect a selfish person to offer one. You just accept the person for what they are and move past it. It will one day catch up with them in their own mind.

I am one who always says she is sorry... to the point of it being annoying. And it is a self confidence issue.
But at the same time there are those who never take responsibility for they're action's. And they need to grow up and realize what they have done is hurtful or wrong and to apologize.

Some people cannot be convinced that they are wrong no matter what arguments or proof you give them. And if they kind of admit they are wrong, they will just blame it on something or someone else. I guess they could either have low self esteem and try to put others down, or they could be so egotistical that they believe that they could never be wrong.

Some people just do not like to be wrong; or do not have the capability to know that they have hurt someone - whether physically or emotionally... yes, it is weakness.

It's pride. People like to think of themselves more highly than they ought to (I do myself sometimes, unfortunately), and saying 'sorry' humbles you. It's admitting you're imperfect and make mistakes, and some just aren't okay with that. Not that it's right to refuse to say sorry...

I don't think it's so much a sign of weakness an act of humility.
