That depends on what you mean by language.
If you men human language, then Esperanto was designed to be very efficient, but that did not make it popular as it is artificial.
If you mean computer language, then assembly would be best as it describes the operation at the CPU level. For high level language, the best number cruncher compiled language remains Fortran, which, all things being equal, will run 10 to 15% faster than any other (provided that the code is optimally written), for purely mathematical operations (but it would not be that great for non-mathematical operations).

That is a difficult one...We might be able to give a prize to the world's most efficient language if we only knew what efficiency meant in this context. Is it the language which expresses things with the fewest words? With the fewest syllables?
Thus.. I do not know and I am SURE that linguists are pretty sure also that languages are probably about equal in overall efficiency, though different languages may differ in where they concentrate their efficiencies, hence the (correct) perception that it takes longer, or shorter, to explain a particular concept in a particular language
There are many languages, such as the Bnar in Northern highlands of SE Asia that only had 200 words in their vocabulary and most conversation was done with hands, etc so those languages would not be counted..

it is sign language as used by the deaf because a single sign is equivalent to a phrase in spoken languages
