God is complete in Himself. He does not need anything from anyone. He is completely blissful and satisfied by Himself. However, He wants to increase His enjoyment, therefore He expands from Himself us, the living entities to enjoy loving relationships with us. In dealings with His pure devotees God sometimes behaves like a human being - He wants, hopes, He even laments and appears to be frustrated, but this is all His pastime to increase His spiritual bliss.
Actually we are meant only for exchanging love with the Lord, but it is only possible on spiritual platform. Currently we are entangled in this material world, we identify ourselves with our temporary body and we have so many misconceptions about what we have to do.

No. God is in charge of begging humans. God has His hands everywhere. If you look around you it's easy to see God's work everywhere.
