Our suffering or enjoyment depends on our past actions. For pios actions we enjoy and for impious actions we enjoy. One can enjoy only as long as the results of his pious activities are not finished. However, even the so-called enjoyers are actually not satisfied, because the sense gratification in this material world cannot bring true happiness to the living entity who is a spiritual being. We should not pursue material enjoyment of be devastated by material suffering, but instead dedicate our time to realize our eternal spiritual identity.

Accoring to Islam, every suffering will wash away your sins, therefore if you suffer in this world then on the Judgement Day your sins will be lesser. Therefore Islam teaches us to be patient when there is a suffering, because there will be a greater reward in Afterlife.
As for the bad people, God let's them do whatever they want in this world. Because with every bad action they do they accumulate more and more sins, and that will eventually make them go to lower level of Hell (the lower the worse). And the punishement of Allah is severe!
