It is sent to you just before you are 16 years old.
If've you've not got an NI number you need to contact your local Customs and Revenues Office, they will put you in touch with the correct people.
Your employer can also ask you to fill in a "Trace" form, this is sent to Customs and Revenue, who trace your number.
If you've only just moved to the UK and now you want to work, you can apply to get a temporary number, this number will become permanent once you fulfil the criteria to be a permanent worker in the UK.

the UK has a population of 56 million. 16 million children who don't work and don't have NI numbers. 84 million national Insurance numbers have been issued. 100 million people are registered to vote. Just change your name to Smith, Jones, Singh, Patel, or Brown and ask the department of Works and pensions what you number is. But be quick - before they change their name again or merge with Jobcentre plus 4 plus 2 = no job!
Option 2: tell them you just arrived from Hong Kong, Australia, Ireland anywhere like that.
