First , do not break the law if you are forbidden to initiate any
preaching.
Second , If you believe in God, pray that he will open up opportunities for people coming to you to learn about the gospel instead of you approaching them. I suppose your govt. cannot penalise you for this ..right ?

Preaching the gospel to all nations is what Jesus commanded of the disciples.We are also told to follow the laws of the government .I can understand your dilema but as Christians we answer to God in the end ,He will hold us accountable .The Bible also states that some will be persecuted for His name sake .Their are thousands of christains cast into prison or killed for spreading the gospel .

It really depends on what legislation is made. You cannot stop christians (or any other religion with such a law) to not preach.
If a christian acts in a way that makes people ponder his/her good nature, then they will seek the answer themselves. and indirectly its still preaching, but in a less invasive way which is unlikely to be illegal in the eyes of the law
Isnt this the best resolution?

We not only are to preach by mouth, but we preach by actions. If you are unable to speak the word of GOD to people and unable to go to church because of the laws of man, well you have to find another way. Christians will be persecuted its just a fact. But remember God is with you and will stand by you. I would much rather answer to the laws of man than to the law of GOD. the law of man may hurt, imprisson, or kill my human body, but GOD has my soul and my spirit. Me personally I would still live as a christian, because if you read back in the bible even when Jesus was teaching it was not technically legal because he was teaching there was one creator, the kings didnt like that. We are to follow his example and live to be more Christ Like

I don't know what bible you're reading but I don't think it even says the word, "Christian" at all in the bible. Try not to only consider someone's interpretations of the bible but try actually reading the words. Of course it's in Greek and Hebrew and all we have is translations and interpretations. So maybe see inside yourself for the answer rather than looking outside but also find a good translation and decide for yourself.

I would say disobeying the government, because Jesus knows you would get in trouble for it and after a while if the Christians would continue the only people they would be spreading the word to would be themselves

One can preach the Gospel within the confines of that particular governmental system, however repressive it may be. Whether it is received with joy or revulsion is the question.
