Adobe InDesign is by far the easiest program for anyone to pick up and use (after all it’s made by Adobe who accommodate for anyone these days).

Quark Xpress is the best however.

Personally, I prefer Photo Shop and have been using updated versions of it since v3.1 but it's an old program and I'm sure there are some new programs that would be better for a Magazine. I'm just comfortable with it because I don't want to go through that years long learning curve again.
