Here is a few verses I found.
Titus 3:1- Obey Magistrates, and magistrates means- to obey (a ruler or a superior).
Hebrew 13:17- Obey them that have rule over you.
Please read all these verses for I have only quoted a small portion of it.

Romans 13
1Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

2Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.

3For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:

4For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.

Acts 5:28-30
28Saying, Did not we straitly command you that ye should not teach in this name? and, behold, ye have filled Jerusalem with your doctrine, and intend to bring this man's blood upon us.

29Then Peter and the other apostles answered and said, We ought to obey God rather than men.

Jesus preached against law of the land that time.I do not think we can justify saying that Bible teach us to obey the government these days.

A Christian is to obey the government as long as the government doesn't command them to disobey one of God's commands.

Acts 4:18 And they called them, and commanded them not to speak at all nor teach in the name of Jesus. 19 But Peter and John answered and said unto them, Whether it be right in the sight of God to hearken unto you more than unto God, judge ye. 20 For we cannot but speak the things which we have seen and heard.

Here is the passage you were asking about.

Romans 13:1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. 2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. 3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: 4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil. 5 Wherefore ye must needs be subject, not only for wrath, but also for conscience sake. 6 For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing.

I may be wrong but I think it says that one is to follow the laws of the land that they live in.

There is no such a thing in the Bible that you have to follow whatever the government said.
