Absolutely, the Lord causes and affects all weather. If you read the bible, there is verse after verse, throughout the bible showing that the Lord affects and causes the weather. However, I do believe that humans can affect the weather also. The bible states there will be a time when the sun scorches people on earth. In the book of Revelations, it states that at some point, 100 LB hail stones will fall to earth. Humans can affect the weather and the bible states that God will destroy those who destroy the earth.
