Not Quite. But depending on what you mean EVERYTHING. You cant use every program on windows on Linux. The programs that come with Windows may only be available for Windows and nothing else, unless they have a Program Available in Stores.

You can do anything with any OS, The only limit is the software that is available for that Operating System. Also Between Windows and Mac, They have different versions of that software.

Also you gotta find Drivers that will work with your version of Linux, some Hardware is WINDOWS ONLY hardware. But sometimes theres Linux SourceForge Drivers that have been modded for that hardware. Good luck!

Almost anything. You can do even more using WINE (WINdows Emulator) but that will not do everything. Try out puppy linux which is only 50 MB and can be downloaded from internet to make a CD. You can try it out without affecting your windows system.

You can do a lot of things with Red Hat Linux.
There are less viruses and you can control everything that goes on in your computer and yes, you can do that and more.
Linux is a very complex software and to set up.
