No it is a sign that person needs someone to talk to though. There is a reason why somone would drink a lot or take drugs. There is a better way of life believe me! I was on that road when i was younger and i was not happy. I am off that road now but it took a stable friend in my life and support and now i am so happy. i would say no bi-polar you have mood swings 24-7 i would say you have mood swings that stem from drinking and doing drugs and unless you want to risk hurting anyone i would get a grip on your addiction before it gets out of hand and believe me it will

u have to cut out all drinking and drugs till your system was "clean" and THEN if the moods are still there.......i'd say that there is a good chance that person is bi-polar

Isn't this the chicken and egg argument? Bi-polar is chemical.....usually not connected to any ingested substances. Obviously, other stuff doesn't help.....but IMO the bi-polar comes 1st........and it controls all other behaviour.
