please don't call an American Governor Your Exellentcy, just refer to your governor as Governor soinso
Think of it like a letter to the president of a company and the governor is the president of the state....it seems cheesy but honest. As long as you are polite in your writing the governor that is suppossed to be a civillian themself will appreciate it as long as it doesn't sound like you are using big words just to use them. Acting impressive is different than just attempting to impress.

Governor of Pennsylvania
For instance, when I write the governor here of Pennsylvania, I write as follows;
Dear Sir,
and I end with: Regards.
Whatever you choose to select, I'm certain it will be understood no matter what. For, the governor's office is always pleased to hear from those within their state regarding any such matters, good or bad.

Address the letter to - The Honorable John Smith Governor of WhateverState - and then the rest of the mailing address.
