Talk to the neighbor first and explain your concerns. If that doesn't work then contact your local animal control office and lodge a formal complaint. I feel for you, that is so annoying.

Well If It Is True What You Say about The Dog Barking Like That Then You Should Talk To Your Neighbour Nicely But If That Don't Work Go To The Council Who will Ask you To Keep A Diary Then If It Looks Like Its A Problem They Will Monitor It,
But I Will Say This My Neighbour Complained About My Dog Barking And When She Is The One Causing The Problem And If The Council Find Out That The Dog Barking For A Reason They Wont Help You In Anyway Because At the End Of The Day They Will Say To You That Dogs Bark,
But If The Animal Is In Distress Its An RSPCA Job

I know it's hard but you really need to approach your neighbor before taking any other steps (i.e. calling cops). Hopefully your neighbor will be understanding and you guys can find a compromise. If they are like every other *** in the world and get all defensive saying it's their dog, their property what ever, then say "Fine. I tried." Then the next time the dog's barking is an issue call the police. after 10pm is when the noise ordinance starts, so you will have to call after that time. By then, they are officially breaking the law and the police will come and speak to them.

Tell the neighbors about it. So convinced them to buy a muzzle to stop it barking. That should work, because others neighbors will be happy about it because they also can hear it barking too from 7 a.m to 10 p.m. It can be bought from the animal control centre. If the dog is aggressive, ask animal control to help.

You could report them to Environmental Health for one thing or, if it's a council property, to your local council's housing office. You could also consider that if it's barking that long it's possibly being left on its own so also consider the RSPCA or the police.
I was going to suggest talking to your neighbour but from the sound of it, they're not going to be the kind of people to care or it wouldn't be going on in the first place.

Do you know your neighbors? You should start out trying to take care of it by telling your neighbors it's driving you nuts. It they continue to bark, tell you neighbors you will call the police and then do it. Most cities have codes and a popular one in most towns deals with barking dogs.

call that 101 number,
someone will come over and hopefully put like an order against the dog,
if its as bad as you say when the people come round, they will be able to say the dog is barking toomuch. the dog may get taken to a kennel or sumin?
