Hello. I had the same problem as you.
There are several things to consider.
Do you have dandruff? If you do, the dry scalp provokes oily hair because the skin on the scalp gets oily to moisturize the skin to protect from damage. Prior to washing your hair, scratch the scalp all around to get rid of the loose debri from the dandruff, so they don't end up stuck in the hair even after you've washed and dried it.
Do you use conditioner every time you wash your hair? If you do, STOP! The conditioner may make your hair feel softer, but it also provokes oily hair to occur. Use it once a week only. But in your case, once every 2 weeks.
Do you have really long hair as well? You may need a little haircut. The more hair you have, the more oil you carrry as your scalp needs to release more oil to cover all the hair.
DO NOT air dry your hair. Blow dry it. The heat would literally "dry out" and blow away the oil. It works very well fo rmy hair.
What kind of shampoo do you use? That can greatly affect the outcome of oily hair. Try using a serious of different brands of shampoo. Using one kind of shampoo constantly as the hair may get used to it. Changing shampoos every week would keep the hair constantly treated with "new" kinds of minerals and chemicals, so the hair would always react to the new benefits.
Your oily hair may cause the skin on the face to become oily as well. Is your face oily and flakey? If so, you may need to increase your water in take. Clogged pores on the face cuases oily skin on the face. To prevent the clogged pores, drink more water to hydrate your skin. This can benefit all your skin. Also, try using facial srubs that aren't cream based because the cream may actually leave residue on your face. Try using gel based creams (Try Clean & Clear's Morning Burst) because the gel chemicals would more likely to stick to the oil, trap them and wash off with the water during the rinse. For flakey skin, try using St.Ive's exfoliating scrub to get it off, before using a facial rinse.
Sorry for such a long answer, but hopefully what I've said helped you =)

Do you work someplace where there is a lot of oil and grease, like a restaurant? that might be making things worse
Anyway, I don't think that vinegar would help oily hair - I suggest you use less conditioner, too. If you have light-colored hair, maybe try put on a very little powder when you brush it out, or a dry shampoo.

You may be bathing too much. You may actually be over stimulating your oil glands, by stripping too much of the natural oils. Try only bathing once a day. Use conditioner only every other day. Every day brush your hair from scalp to ends in order to distribute oils through it evenly. Try this for at least two weeks. If you have been overstimulating your glands it will take most of this time to go back to normal.
If it is still a problem go to see a dermatologist, and get his/her opinion.
