It's true that it's a dogs natural behavior and it's way of showing submission and affection, but dogs should also be taught manners. If you allow the dog to get in your face like that, it's also going to do it to others who may not appreciate it. If you subscribe to the idea that a dog should be allowed to do whatever comes natural then you would end up with a wild animal living with you. Your home is an unnatural habitat for any dog in that you won't respond to its natural behaviors the way other dogs would. For example, you most likely don't want anyone in your family helping you mark your sofa as the families territory. On the other hand, many things about your home are natural to dogs. Wild dogs are social animals and live in packs with complex social structures. They communicate with each other mainly with body language. When your dog gets in your face push it away from you or at least push his face away from you and say "no licks" with a stern voice. BE CONSISTENT. Do this every time and it will get the idea. Don't let it turn into a game. Every dog should be taught to sit, stay, and come without question. These commands are the basic tools for having basic control over your dog. Making the dog sit every time it meets someone new is a good way to make sure it won't violate anyone's personal space.

Most likely it's the breed. Smaller breeds like Poms and Chihuahua's like to lick the master's face to show affection. My mom's pom had a real issue with it. She didn't seem to understand that we didn't appreciate that kind of affection. If it is the breed (probably is. It's not normal dog behavior unless it applyes to the breed) you will have real difficulties breaking the animal of the habit.

This is a sign of submission. A very good thing. Full grown dogs will often groom their human in order to say "hey, I am still kinda like a puppy, love me and keep feeding me!" the best thing you can do is allow him to do it.

It is a sign of submission. He's letting you know that you're the "alpha" of the pack.

your dog wants to make sure you get whatever illness he/she gets. you must allow it to lick only your hands, and wash them immediately after.
