I had read that JP's are not to charge for their services, but I'm not finding that. I also find that it varies as much as county requirements. Some Judges charge $20, others charge $50 and up. But you must go to them; to their office or the courthouse.
If you want to marry at another place, (park, hotel etc) you can hire an officiant. Type in the search engine your city, state, wedding officiant. Their prices vary also, but you should be able to find one to suit your budget. Some officiants have offices or small chapels set up in their home for this very purpose.

You will need a license and any fees for additional certified copies, money for the wedding official, and tips for anything else involved. In Las Vegas it will cost around 250 dollars and up. Save money if you buy a dress go to somewhere they sell discount formals and most of the time you can find a white or cream formal (less expensive than wedding dress), for flowers buy some matching ribbon and an inexpensive bouquet at a grocery store, make his boutonniere, rent a inexpensive tux or have him wear a suit and tie. Buy a inexpensive cake at a grocery store and have them decorate like a wedding cake in white frosting and flowers. It can be inexpensive if you try to make it that way. Above all of those things rely on family they can help in more ways than you know.

Years ago when I got married the first time, total, it cost us around 100 bucks. That included the license and the fee for the justice who did it. We got married in North Dakota.

It'll cost so much less than doing it close to home that it's worth it (money-wise) whether it's $45 or $2,000.
Best wishes, have fun and take lots of pictures!

A lot less than doing it in church. Actually, you don't have to actually elope -- just go to the courthouse and make inquiries.
