21 months is way to soon! Think 30 or 36 months for toilet training. I agree that a step is better than a potty...the chances of injury are to great on the usual potty and that will delay training even more.
The more you push....the less he will "push".
What is the average age for toilet-training?
The physical maturity and readiness skills needed for successful toilet learning appear at the same time in girls and boys-between 18 and 30 months of age. The average age for girls to be toilet trained is 29 months, and for boys it's 31 months. Keep in mind that these are averages. Ninety-eight percent of kids are trained by 36 months of age.

When I started potty training our daughter, I never used a potty chair. She just didnt care for it. We used the little seat that goes right on top of the big toilet. When our son is ready, thats what I plan on using with him as well.

If he is interested in using the real potty I would recommend that (it saves on cleanup and you dont have to retrain him as to which potty is the right one later) but use a sizer (the foam "seats" that fit on your regular potty to make the child feel secure, like he wont fall in). Good Luck! :)

Well I don't recommend potty chairs at all. My kids wouldn't use them--they used the regular toilet like mom and dad did.

We never used a potty for my son, I didn't want to have to take it with me when we went out, if that's all he was used to he wouldn't have used a nromal toilet. You can buy seats to put on the toilet so that they don't feel like they are going to fall in, I think they are better.

Your toilet, just buy a step stool, from personal experience they will either think the potty is a toy or just use it as a step stool to go on the toilet.
