Embassies are funded by the Department of State budget. Representation of other agencies -- CIA, DOD, USDOC and so on are funded by their respective budgets.
Some poor and some nasty countries -- North Korea comes to mind -- hardly fund their diplomatic missions and so the missions raise money by black market trading of stuff like alcohol, tobacco and narcotics.

James, below, is wrong. Babies born in US embassies are NOT US citizens. That is an old fallacy that just won't die.
And sorry, but embassies are not funded out of passport fees; only passport services are funded from those fees. Imagine how much passports would cost if they had to pay all the expenses of every US embassy and consulate in the world!

Embassies are funded out of the fees paid for passports. If the embassy belongs to a poor country not many people will be able to afford passports or to travel. Therefore the embassy doesn't need to be so big. It is therefore a system which makes an embassy only as big as it needs to be at any given time.

If it is an American embassy in any country, the tax payers here pay for it. Like wise with other countries. Keep in mind that many countries- like Uganda- that have poor economies, social structure, and totalitarianism, put diplomatic relations before their people... often times to to receive aid which never make it to the people, but into the pockets of the bourgeoisie.

Embassies are the responsibility of the country owning the embassy and the land is technically territory of that country, which is why babies born in US embassies are US citizens. There is no requirement to have an embassy in countries, and countries that cannot afford to have one simply do not and usually set up bureaus in other countries' embassies so that their citizens can recieve help when in foreign countries.
