You haven't stated if you have a Mac or a PC, but I am going to assume you have a PC (Windows) machine.

Technically, the answer is no. You cannot buy a copy of OS X and just install it on your PC. However, it is actually possible. A coworker of mine found a hacked i86 (Intel) version of Mac OS X - Tiger, and he installed it on his own PC (that he had made out of various parts). It ran, although it took hours to install. It also didn't recognize his PS/2 keyboard or mouse since Macs don't use PS/2 ports. As well, it didn't recognize his network card. BUT he was able to install a copy of Microsoft Office: Mac on it and ran it with no problems.

While it is possible to run Windows on a Mac, I haven't heard of a hack to allow a Windows machine to run the Mac OS.
