Actually when the Bible says a prophet is coming and it uses a specific name, like Elijah, Luke 1:17 shows that although the person is a new prophet, thier assignment is 'with the spirit and power of'' an earlier prophet.

So, John the Baptist was the first 'Elijah,' and one of our generation is the second 'Elijah.' Matthew 17:11-13, Mark 9:12-13, Malachi 4:5,6..

These prophets are not reincarnations of a person, but a duplicating of a ministry.

I'm not yet convinced that this verse refers to Elijah returning to earth at sometime in our earthly future. Jesus says Elijah has already come and He was referring to John the Baptist.

Indeed, some have speculated that one of the two witnesses of Revelation might be Elijah, but Elijah was predicted to return before the Messiah, and John the Baptist, representing Elijah, did come before Jesus to make a path for Him.

Basically, Jesus is showing His disciples that His presence then fulfilled Old Testament prophecy and Jewish tradision by His arrivval coming after Elijah/John the Baptist.

I'm open to other ideas, and plan to check back later. Good question, though I think it may be a slight translation problem in terms of peculiar verb tenses. The next verse doesn't seem to follow to my ear if we think of Elijah coming in our future here.
