To be discreet (and if you don't think you can do it yourself), you can let a girl friend befriend her and get her to a small talk where dating topic can possibly pop out. You can also get your friends to invite her to a gathering and make them ask if she's bringing anybody, then if thinks she'll probably be alone, you can ask her yourself.
Once you are able to successfully talk to her (as in just the two of you even if you're surrounded by friends), start with questions about how she normally spends her free days. If she says he'd watch a movie, enumarate some movies currently shown and say that you wanted to see a movie which you feel she might also want to see. Things like that can get you a date with her indirectly.
Just try not to appear to straightforward about your intention of going out with her. Anyway, you can probably read between the lines in your conversation if she's also as interested. But most importantly, just be sincere, cool and confident.

Well you two are kind of young, so why do you start out being friends. I think you two should be friends and let a little time pass that way. Just be yourself and be honest with her about everything. Once you two are a little older, you may both really like each other and be able to have a dating serious relationship.

See what the young lady interest are by talking to her and if you you have something in common then take her out on a date. Or, you can ask her do she want to get something to eat after school and then really communicate, then you will really know if want to date her.

Why don't just go to her and say hello or something nice. Or do something that will attract her attention. I'm 14 and I will absolutely attract to someone who make me happy or trying to take my attention. Why not get to know her favorites? Maybe this will help but I don't actually recommended you trying to like what she like because you will look like a hypocrite. Just get to know her, be her friend...who know things may just come out right?

Well.
First of all, talk to her and pick up a conversation with her on anything like your hobbies and entertainment choices.
If she likes you she'll show an interest. After maybe two weeks, ask her out and tell her how you feel. If she's worth it, she say yes.
If she's not, maybe she's not ready or doesn't want out with you and just wants to be friends.
