I understand it was 38kg x 2 before but later reduced to what I don't know

If you're traveling business class it's 38 kilo's and the airline can not reduce the weight of your luggage all of a sudden! In economy it's 20 kilo's usually, so better check with the airline what's going on. And without a proper answer to the question about the luggage, you can take as much (38) as is stated on your ticket

call them up, most other airlines still have a 60kg allowence to Africa including British Airways and Air France.
