TOOL of course, Nickelback has a couple of good songs, Tool instead has more than a couple of good albums..thats if you enjoy a band influenced by Black Sabbath : )

Tool is the better band when it comes to writing extremely complex pieces with dark overtones the mastery they have over their instruments is nearly unequaled yet Nickleback is a band which excels in writing hit songs in all emotional ranges and selling every album into platinum so it is impossible to say

This is a very subjective answer, because I've never heard Tool (unless they snuck a song in on the radio), but Nickleback is awesome.
