basically windows hasn't associated a program with whatever file type you are trying to open. First you will need to identify the type of file then use your best judgment as to what program you wish to open it with. Once you select the program you can tell windows to open all files with the same file extension with that program you wish. Please let us know the file extension. Someone should be able to answer your question a bit more precisely.

It means, you dont have a program that can open/use that file,so..
See what type of file it is, and then search in google and see what type of program uses that file
or
do the "Use the web service to find the appropriate program" option, but sometimes that does not work
Depends on what type of file it is

Every file as a program associated with it. For example if you want to open a text file with .txt extension it either opens with notepad or wordpad considering which program you have associated it to. Sometimes people associate the files to the wrong program and dont know how to change that. For example they associate .DAT files with media player while some .DAT files are text files. At these times double clicking the file doesnt help so right clicking the file then -> open with and then choosing the program you require helps opening the file also you can associate the file for further usage with the program you think is right by checking always open with this program box.

Hmmm, you're opening a FILE and it wants to know what PROGRAM you want it to use to open it. BEFORE you create any file association, consider:
1. WHAT type of file are you opening. Is it a word document? Music or audio file? YOU determine this.
2. You may be prompted this way if you do NOT have the right program to open or view this file type.
3. ALWAYS leave the box below the list of programs UNCHECKED in the event you choose the WRONG application to use.
NOTE: SCAN for viruses BEFORE opening ANY file. Proceed with care.

There are several softwares installed in your pc that could open a specific file or non at all. Say u got .mp3 file that can be opend by windows media player and winamp and nero. You must select one and check the box that says always use the app to open this file type. You may also look for Set Program Access and Default

Well, when it asks you which program to open with, isn't there a box that says "Always perform this action" or something similar? That's what I've found with mine. Therefore you select the preferred action, and the option mentioned, and it's set from then on.
Check next time you're looking at that window. It should be there....

Well, if you downloaded it and it didn't give you a proper start-up program you have a pretty slim chance of finding the start-up program for the thing, unless you install the thingamabob to make the thing work, but you can try to 'open with' some of your existing programs.
