He might have a urinary tract infection. Some dogs either "chew" or lick themselves there if they have an infection. Have your vet check him out just to make sure.

Your pup may have worms, too. They can develop from just ingesting a single flea accidentally. It does sound like an irritation vs. habit. A vet can check it out.

hahaha. a dog grooming his private areas is a perfectly normal natural thing for them to do. It is their way of keeping themselves clean. dogs are very sanitary animals...who eat absolutely EVERYTHING! Grannicks applebitters was made to prevent an animal from chewing his favorite spot as a taste deterrent, so you can treat his thing with it if you really want to, but preventing a dog from grooming himself is a pointless quest. it's a very natural instinct.
