If you count Spainards as Latinos, then yes there have been several Latino popes. There were also a few popes from Africa back in the day (before 500 AD) but it's hard to say if they were "black" since we don't have pictures of them and people from North Africa can look pretty diverse.

There was at least one African Pope in the early centuries of Christianity. Sorry, but I don't remember his name or when he was Pope. But if you go to the Vatican's website, I believe they have a timeline of all the Popes and he should be on it.

pretty sure there have been black popes, but can't verify right now. pretty sure there have been no latino popes, but there probably have been spaniards or portugese.
