Seriously...I'd have to say walking would be the best one & the easiest to do. It tones your whole leg & speeds up your metabolism.

My ideas? Try to do 200 minutes of cardio a week. Remember fat does not turn into muscle, so you need to lose your fat while putting on muscle. Work hard, but don't over 60 minutes at a time. Do planks and other abs exercises on alternate days.
On training days, do 5-10 minutes of cardio to warm up, then do your weight training. Do 30 to 60 minutes more of cardio, then go home.
The best time to eat is just after your workout within an hour when your metabolism is raging. For your muscles, incorporate some isolated soy protein or whey protein. Whey is more potent but the soy tastes better!
Don't look at your scale as the be all and end all, but get a measuring tape to check your progress, and that will show more tangible results.
Read magazines like Shape, Womens Fitness, Fitness, etc to get tips and to stay motivated.
Good luck and stick at it. This plan has lost me 20 lbs in 12 weeks so far, just go for it!

You cannot lose fat in just one place. Your body will lose fat all over. You can, however, target tone your muscles. To accomplish your goal do this:
Burn more calories than you eat. Take in about 2000 a day.
Cut your fat intake.
Eat three cups of fat free low cal yogurt a day (make sure it has live cultures in it).
Do 45-60 min. of aerobic exercise a day (preferably before you eat in the morning). Running, cycling, or swimming would be good for you.
Do 20 min of weight training three times a week.
I lost 40 lbs in two months and have kept it off for two more months doing this. I also took my body fat % from 30% to 14%
Be Blessed

leg lifts...lay on your side with your head laying on your hand (like you are watching tv on your side or something) and lift the leg facing the ceiling up (rather slowly) as many times as you can...lift it up and bring it back down to your leg that is staying on the ground. you will start to feel the muscles working eventually..then do the same on the other side with your other leg. i hope that made sense..i was trying to explain it so you could understand! ;)
