It can live anywhere from a half hour up to 3 hours outside the body. This page I have listed for you says that yes it is possible to get pregnant if the sperm is still wet on the fingers. Hope you find what it has to say helpful.

Up to 3 hours. Many people wrongly believe that sperm dies when it is exposed to air, but that is totally wrong. If sperm died when exposed to air Artificial Insemination would not be possible, because it is exposed to air and goes through testing before being frozen.

as long as you panty is wet, it would live there as long as there is moisture but to leave it out without some kind of wet stuff, it would die as soon as it hits dry land . Think of it like taking a fish out of it's natural habitat.
