The capability was there ,the will wasn't. Some leader at odds with the USA reportedly put out a contract on Pres.G.Ford. Out of pure gutless funk Ford put out Presidential order that has been renewed to this day by every Pres. that foreign leaders cannot be assassinated by any branch or agency of the USA. By issuing this order and renewing it all the presidents since have insured that they will never stand in the way of the harm they send others into.
Remember that the next time the shrub talks of "we" are facing the enemy, and look around and see if you can spot the federal agents who are guarding you.

The reason why America or its representative's couldn't assassinate Saddam or his henchmen is simply because leader's of other countries can't put out hits on other leader's of other countries. It's against the Geneva Conventional Laws. However; if a war between two countries breaks out such as the one in Iraq, then the leader can be a target under the rules of engagement. But before that war, you can't assassinate or put a contract on any leader in any country regardless of popularity, what they are doing in their country, to its people etc. Think.... Saddam caused havoc for years without anyone or anybody doing anything to him?

In several documented cases, Bin Laden was "scoped" for assassination. Both by snipers on the ground and by overhead survelience drones. However, when the request to fire was made, it was declined. One known fact is that, during a meeting with the president of Dubai, the ceasefire was called in order to not offend the Dubai diplomacy.
This incident, by the way, occurred while Pres Clinton Held office.

Because we have this rule about not assassinating other rulers of countries. The way we did it ensured that the Iraq people were able to vote in and install their own government sooner. This gave their government credibility to the world. The Coalition was not there to invade it was to liberate.

Governments don't like to do this sort of thing because it could become a common way of trying to solve international problems with obvious results for all world leaders. Besides, there's no profit in it and they would rather send their poor people to fight each other.

No one wants to kill their own. Agendas are behind it all! Most of these leaders are pawns, all working for the same cause. Refer to the Congress of Vienna 1814... There are reasons for everything... Study closely your history and your Bibles.. You will be quite shocked. Nothing happens by mistake. Trust me he would have been blown up if he was not needed.

... it would have been better to take him out in the first gulf war .... but there was obviously a plan to find a way to stay and take over the entire gulf region instead of just whacking saddam and leaving.
