I hope this may help you with regard to the Past Simple, which is the only area where there are definite rules about pronunciation. The '-ed' ending has 3 different sounds. If the verb ends with a voiced sound and your vocal cords vibrate when saying it (move, answer, discover, for example), the ending is pronounced /d/. If the verb ends in a voiceless sound, where the vocal cords do not vibrate (wash, ask, search), the ending is pronounced /t/. Finally, if the verb ends with a t or a d, the '-ed' is always pronounced /id/. Hope this is what you are looking for.

There are no rules for pronunciation of regular verbs. Verb conjugations are grammatical and pronunciations are phonetic. The one does not dictate the other.

Nope, the only rule in the English Language is "Where there's a rule, ignore it most of the time!"
