build a chocolate covered onion and have a sting ray as their mascot. then build a cranberry juice waterfountain in the middle of the home to satisfy the stray stingrays. then have a choco stand on the side in case the dogs and the stingrays get hungry. then invite the crocodile hunter's cousin over and do body shots

a place to get them spayed or neutered
it is unfair to them to allow them to roam and breed - there will be more suffering as the numbers of strays increase
if you REALLY want to help stray animals - catch them and take them to the shelter or SPCA so they can be reunited with the families who lost them or can be rehomed or can be spayed or neutered and dewormed at least...

A place for their food and water bowls, beds, swimming pools, things for them to play with, etc.
